BOARD OF DIRECTORS

Board members play a vital role in the overall success and functioning of our organisation. Without their invaluable contributions, our organisation would not be able to achieve its goals and fulfill its mission. These individuals serve as the backbone and support system of our organisation, providing their vast expertise, skills, and experience to guide us in making informed decisions, formulating effective strategies, and overcoming challenges. The dedication and commitment of our board members are unparalleled, as they devote their time and effort to ensure that our organisation runs smoothly and efficiently. Board of Directors (BoDs): CARD has seven (5) Main Management BoDs, working closely with nine (9) established membership Community Development Committee (CDC) members per project community, seven (7) key staff, also working closely with 11 Community Development Agents (CDAs) per project community, for inclusive decision making and collective responsibility towards achieving sustainable development and poverty eradication.

The Board Chair:

  1. Represents the council wherever necessary
  2. Presides over Council meetings
  3. Endorses documents for and on behalf of the council
  4. A signatories to the bank accounts of the council
  5. Be assigned other duties as may be determined by the Council.
  6. Confirm the appointment of the CEO through a letter of confirmation.
  7. Recommend Officials for recruitment into Secretariat of the Organization.
  8. Appoint the Administrator of the Organization.
  9. Responsible to all members of the Organization.

Vice Chairman

  1. He offers advice to the chairman and Council on any matter that seeks to promote the development of the council
  2. In the event of the substantive chairwoman being absent, he shall assume the roles of the chairman as indicated above. In the absent of both chairmen, the house shall decide on who presides over the activities of the house.

The Secretary; the secretary is responsible for:

  1. Recording as well as reading of minutes of meetings.
  2. Writing and receiving of correspondences.
  3. Shall be a signatory to the bank account
  4. Shall perform other clerical and office duties as be assigned by the Council.

The Assistant Secretary: In the absence of the secretary, the assistant secretary shall perform all the duties of the secretary as indicated above; except that he shall not be a signatory to the bank account even in the absent of the secretary unless otherwise, decides by the council with certain measures that may suit the Bank’s rules.

The Financial Secretary

  1. He gives advice to the EC/Organization on appropriate financial transactions that would bring benefits for progress.
  2. He keeps record and financial reports and read same to the council for adoption.
  3. He takes finance related instructions from the AB.

The Treasurer; He shall be responsible for:

  1. Signing, keeping and banking cash belonging to the council.
  2. Assisting the financial secretary in matters concerning finances.
  3. Keeping other valuables belonging to the Council.

The Organizer: The organizer shall be primarily responsible for organizing meetings and ensuring that there is a continuous communication links between the executives and general membership in collaboration with the PRO.

The Assistant Organizer: The assistant organizer shall perform all the duties of the organizer as indicated above in his absence, and shall also assist in his duties where necessary.

Our key Management Staff (MS) and their respective functions: CARD has 11 key MS, working closely with 11 Community Development Agents (CDAs) per project community below, for inclusive decision making and collective responsibility towards achieving sustainable development and poverty eradication:

The Executive Director (ED): The Executive Director (ED), as a signatory to the Administrative management and all Projects Bank Accounts oversees the affairs of the management and projects entirely; thus, liaises and communicates with Donors for financial transactions, build relationship with PESS and other local stakeholders, assesses staff attendances and performances for payments, codifies reports on the  state of projects (both progress and challenges), utilization of project funds and submits both audited and unaudited reports to the Board and Donors on scheduled times; including procurement receipts, training participants attendance registration forms, pictures and videos covering all training programs, events and activities, with clear labels and indicators for easy monitoring assessment and evaluation purposes.

Programs Managers (PMs): Our National and Regional PMs are accountable to the ED and responsible for coordinating all programs and decentralizing project materials and resources, monitoring the use and state of the materials and the resources given to the beneficiaries, codifying project activity reports from the various Zonal Project Coordinators (ZPCs), when possible and submit to the ED for further processing, based on the action plan and time schedules.

Accountant: A signatory to the Administrative Management Bank Account of the Organization is rresponsible for all internal/financial related affairs of CARD; including payment of staff, procurement, keeping records on external funds, advising management on the utilization of management/project funds, preparing and submission of financial reports to the Executive Director for further processing as scheduled.

Administrative/Project Secretary (APS): Also serves as a Signatory to the Administrative Management Bank Account and accountable to the ED and the Program Manager, assisting the Project Secretary when the need arises, directing and registering participants, taking minutes of meetings and workshops, corresponding with invited guests and stakeholders, project implementation teem and committees.

Mentoring and Evaluation Officer (MEO): The MEO is accountable to the PM and solely responsible for monitoring and evaluation of all project activities being implemented under the various programs of the organization, from the very beginning to the end, with timely written, codification (from the ZPCs) and submission of reports to the Executive Director, through the program manager, for decision making and further processing.

Information and Communication Officer (ICO); Responsible for organizational data preservation, digital security management and control; with deep knowledge in information Communication Technology (ICT), web and graphic designs, good communication and fund raising skills, internet and social media assessments for data gathering and storage, research on Donor funding opportunities, communicate and build good relationship with online financial transactions, Donors and individual Philanthropists for subsequence funding/resource opportunities for project and organizational sustainability.

Gender and Social Protection Officer:  A female, accountable to the PM responsible and works in collaboration with ZPCs for coordinating all programs and activities relating to women, children and people with disabilities under our organization.

The Consultant (PC): Based on Project or the activity sector, the consultant serves as the technical advisor to the project management team, accountable to the Executive Director, providing technical assistance to ongoing implementation programs and activities under the organization or the Organization/project, facilitate ToT trainings, prepares data collection forms and plans, analyses data collected, codify and prepare progressing programs, activities and final project reports, and submit to the Executive Director for further processing.

Zonal Project Coordinators (ZPCs): Should the need arises, CARD contracts qualified ZPCs with first degree and above for contract services in the proposed programs and activities of any project. The ZPCs must possessed basic research and computer knowledge, practical experiences in project implementation, community mobilization, report writing, and experience working with known institutions, agencies or organizations for at least 2 years, with duty consciousness, good social relationship and honesty with performance track records. The ZPCs are accountable to the PM, serve as experts in the proposed programs, sub-programs and activities of any project under the Organization, and as well responsible for capacity building, monitoring of the CDAs, CDCs and the CHESTAs who will be recruited to provide vocation/skill training, teaching and coaching aid to target beneficiaries (group of poor individuals from rural and urban community households and the jobless youth) at the community levels and, in the Skill Training Centers (STCS).
